Only two weeks into winter, the nation already has burned through most of the money set aside to help the poor pay for runaway home heating costs.

Congress saw this coming. Lawmakers watched Hurricane Katrina disruptions and other supply problems drive up the costs of natural gas and oil. They've known for months that far more low-income people than usual would be forced this winter to choose between heating their homes or paying for food and other necessities."
