Analysts happy, users annoyed with Vista upgrade - USATODAY.com: "With Vista now shipping on most new computers, it's all but guaranteed to become the world's dominant PC operating system — eventually. For now, some users are either learning to live with workarounds or sticking with Vista's predecessor, Windows XP."

Cutting Medicare.. stay upto date on this..

The American Medical Association (AMA) National House Call campaign came to Oregon to draw attention to an imminent access to care problem for Oregon's nearly 504,000 Medicare patients. The government will cut Medicare physician payments 10 percent on January 1, 2008, forcing physicians to limit the number of new Medicare patients they can treat.

"More than half a million seniors in Oregon depend on Medicare for their health care coverage, and they will be negatively affected by Medicare cuts to physicians," said AMA House of Delegates Speaker Jeremy A. Lazarus, MD. "According to the AMA's new physician survey, 60 percent of physicians say they will be forced to limit new Medicare patients when the government cuts payment rates 10 percent next year."

Congressional action is the only way to stop the Medicare cuts and preserve seniors' access to physician care. The AMA and the Oregon Medical Association (OMA) are urging patients to contact Oregon's congressional delegation to stop the Medicare physician payment cuts and provide physicians with a payment update in line with increases in the costs of caring for patients.

"Physicians want to care for seniors, but drastic Medicare cuts will force physicians to make difficult practice changes," said Dr. Lazarus. "Oregon physicians will lose $41 million for the care of elderly and disabled patients next year due to the 10 percent cut in Medicare payments."

"Seniors in Oregon cannot afford to lose their doctors," said Klaus Martin, MD, President of the Oregon Medical Association. "With just 19 practicing physicians per 1,000 Medicare Beneficiaries, Oregon has a below-average physician-to-population ratio - and this is before the cuts go into effect this January."

"Next year's cut is just the tip of the iceberg," said Dr. Lazarus. "The government plans to cut Medicare payments to physicians about 40 percent over the next nine years, while practice costs increase 20 percent. Seventy-seven percent of physicians say they will be forced to limit the number of new Medicare patients they can treat if the nine years of cuts occur."

"Military families are also at risk, because, by law, the military health insurance program TRICARE ties its physician payment rates to Medicare. We are deeply concerned about access to care for Oregon's 67,000 TRICARE beneficiaries," said Dr. Lazarus.

"We thank the Oregon Congressional delegation for their past support to stop Medicare physician payment cuts," said Dr. Lazarus. "Now, we urge them to stop the pending 2008 cut and instead adopt a positive update to preserve access to care for seniors and military families."

"Congressional action is needed now to preserve seniors' access to care and put Medicare on a firm foundation for the future. The government must keep its promise to America's seniors," said Dr. Lazarus.

POLICE REPORT

Do you folks recall the suspicious person Shirley Parsons reported to the LVH Neighborhood Watch radio network a few days ago?

I went out immediately and found the black and trashy van cruising the park that she reported. I was in the little red truck with the LVH Neighborhood Watch signs on it. I let the driver see the signs and looked him in the eye and transmitted to the Neighborhood Watch Network his license plate number. Swung a u and got behind him and followed him.. He then headed for the gate. Followed him to 101 where he made a left turn.

I then came home and went on the Newport Police Website where I filled out their report form and sent it via email to Lt. Dave Teem of the NEWPORT POLICE.

One bad thing.... no one copied the license plate down for me. Fortunately , I remembered it.

Here is the police response to the email form:

Ron,

I printed and posted your information into our patrol book and asked the officers to keep an out. Thanks for forwarding the information.

Your Lot/Mailbox number could save your life!!

The CERT team is in the process of cutting time consuming problems from their rescue operations. Addresses of homes are a problem because duplicate numerical addresses exist all across the park on adjacent streets. This may become confusing during a disaster because it is already confusing under normal conditions. Some houses actually have their front facing on one street but for some strange reason have their address on another... very confusing.

One thing is precisely individual for each house and that is its lot number. There are no duplicates. Every home has a number unique to it alone. The CERT team is developing their Community Rescue plan based on that number. Each team has a map of the park split into 3 areas that show the lot # of each home and a number on the map that shows the number of folks that are normally at that location.

You are all familiar with the globe light addresses that are on most homes now. We have received extensive praise from fire, ambulance and police for doing that. Now we are going to do the same thing to help the CERT team find you quickly in case of an emergency.

We are thinking that we will put the lot numbers in a smaller size on the post of the globe light in white. (The post is black it ought to be a good contrast.) Automatically, some of you will think this is a good deal while others will not that is the way things work here. Over time more will come on board as they see the value of it.

As a start, Most of you know where we live on Windmill? The green house with the little red Neighborhood Watch truck in the driveway. I will put numbers on the post this week so you can see what they look like. Maybe you won't mind the idea at all if you can see what it will look like. We can have a small fee and put them on for everyone as a fund raiser or you can do it yourself. First, though take a look as you drive by. I'll try to get it on tomorrow.

A conversation with Larry Henson about Leonard Johnson......

Folks things are being done about the problem however, rumors are starting throughout the community and we will address one right now. There was never any gunshots fired in this community by Leonard or anyone else.

There is one thing Larry Henson can do and that is to give Leonard notice of eviction for disturbing the peace of the neighborhood and violating the rules of the lease. That is the only thing he can do within the law. If you are curious as to whether he has done that you must ask him.

Larry said, "The judge views Leonard's wife as a molested and battered woman and has used the law to protect her and her son with a restraining order. The judge is not likely to allow an eviction of these two he is protecting. From the woman's point of view she being alone would want protection and it is only reasonable that she would want her grown son there to do that."

When the time comes for Larry Henson to appear before the judge and argue for an eviction order from the court ... Leonard may argue that Henson is vindictive and seeking revenge. In the past that argument has worked 50% of the time for the resident and not the park owner. The only way to put pressure on the court to issue the eviction order is to have residents present at the proceedings willing to tell how they feel about this situation. That will have a high likelihood of success.

Petitions, demands, and other tacts are futile. If you believe in the law you have to stand up for it when it is your turn.

Larry did say if and when he has a court time and date he would consider posting it on the clubhouse door.

The danger zone begins at a heat index of 104 degrees, when, with prolonged exposure, sunstroke, heat cramps or heat exhaustion are likely, and when heat stroke, which can be deadly, is possible.

A heat index of 126 or higher is extremely dangerous. And it is not as hard to reach as it might sound. A temperature of 92 degrees with a relative humidity of 85 percent puts you there."
