Beginning today, Medicare enrollees can expect an onslaught of television, mail and telephone advertising from insurers that want to sign them up for the new Medicare prescription drug program.

'They are going to be deluged,' said Deane Beebe, spokeswoman for the Medicare Rights Center, an independent organization that helps seniors with Medicare.

Medicare beneficiaries can begin signing up for the program Nov. 15, but today is the first day insurers can advertise their plans directly to consumers. The prescription drug benefit is the biggest change to the program since its creation in 1965.

It's a potential windfall for insurers, according to analysts. But consumer advocates say seniors will have a difficult time cutting through the marketing to make an important decision about the voluntary program.

Anyone on Medicare is eligible for the prescription drug benefits. That's roughly 4.3 million people in California.

The federal government selected which companies would offer the plans, which vary state by state. In California, 18 companies will offer stand-alone prescription drug plans, and 19 companies will offer drug coverage through a Medicare managed care plan, which provides additional benefits.

The program benefits begin Jan. 1, 2006. Initial enrollment runs from Nov. 15 to May 15. If a beneficiary does not sign up during this time, their costs will go up. For more information:

HILLSBORO -- The letter from Star Lotto Prize Inc. promising a big win was so believable.

But within a week of receiving it, Juanita Foss of Beaverton had lost $3,000.

'Any time you get a lottery thing like this it's fraud,' said Foss, a retiree who wants to make sure no one else falls for the scam.

The swindle starts with an official letter promising a rich reward. It moves forward with a fake check sent to the victim. And ends with the victim forwarding a real check to an international address.

The scam may be circulating around Washington County, said sheriff's Sgt. John Black, whose office is investigating two related cases. It is similar to other frauds with slightly different packaging, he said.

'As in most of these types of fraud, it will appear to be too good to be true,' he said, 'and it is.'

The letter Foss received Sept. 9 included official-sounding names and dates."

An archaeologist seeking refuge from hungry mosquitoes in the Guatemalan rain forest has solved the 45-year-old mystery of the location of Site Q. The ancient city has been the source of exquisite, looted Mayan hieroglyphs that started to appear around the world in the 1960s.

The discovery promises to fill gaps in Maya history and clarify the complex political and social roles of rival city states during a period of war and strife in 7th-century Central America.

A Yale University archaeologist and three graduate students from Southern Methodist University in Dallas, Texas, identified Site Q as La Corona, a small cluster of ruins in the remote Petén region of northern Guatemala. Their expedition was supported by the National Geographic Society, the El Peru-Waka' Archeological Project, and local guides."

A scientist has described a spider that was trapped and preserved in amber 20 million years ago.

Palaeontologist Dr David Penney, of the University of Manchester, found the 4cm long by 2cm wide fossil during a visit to a museum in the Dominican Republic.

Since the discovery two years ago, he has used droplets of blood in the amber to reveal the age of the specimen."

This afternoon and evening members of the Newport Cert team had their first training class at the Newport Fire Department Annex. 12 of those members present were from Longview Hills. The team underwent classroom training on fire suppresion techniques and then had personal instruction by members of the fire department in putting out fires with various types of fire extinguishers. Find your neighbors in the following pictures.. They are determined not to let another New Orleans happen in our little community.

BEIJING - China is imposing new regulations to control content on its news Web sites, the government said on Sunday, another step in its ongoing effort to police a rapidly expanding Internet population.

The rules, issued by the Ministry of Information Industry and the State Council, China’s cabinet, will “standardize the management of news and information” in the country, the official Xinhua News Agency said. They take effect immediately, it said.

The report did not give any details on the regulations but said sites should only post news on current events and politics. It did not define what would be acceptable under those categories.

Only “healthy and civilized news and information that is beneficial to the improvement of the quality of the nation, beneficial to its economic development and conducive to social progress” will be allowed, Xinhua said.

China’s population of Internet users has surpassed 100 million and is the world’s second largest after the United States, which has 135 million.

While the communist government encourages Internet use for education and business, it also keeps an extremely tight rein over online content, usually blocking material it deems subversive or pornographic. Online dissidents who post essays questioning government actions and policies or those who express their opinions in chatrooms are regularly arrested and charged under vaguely worded state security laws.
