Y ou can't fault Gov. Ted Kulongoski for trying to do the prudent thing in dealing with the Department of Human Services' $172 million shortfall. But the governor should reconsider his decision last week to help address this problem by withholding a state police funding request from the Legislature's Emergency Board.
His move came as an awkward surprise to legislative leaders, and it put off a fiscal policy discussion that needs to take place sooner, not later.
The E-Board, as the emergency board is commonly known, allocates money to state agencies between legislative sessions. At its Jan. 19-20 meeting in Salem, the board was scheduled to consider agency requests totaling more than $19 million."
