Oregon could be that place. Former emergency room physician and ex-Gov. John Kitzhaber could be the one. Kitzhaber is preparing to present Oregonians with a plan to make revolutionary changes in health care. The core of his plan is to take the public money now unevenly and inequitably allocated to health care -- including Medicare and Medicaid -- and use it to provide a basic package of health care to each and every Oregonian."
