The debate on individual fishing quotas continues

An Individual Fishing Quota (IFQ) gives its holder a right to a percentage share in the harvest of a particular fishery. Most often, rights in an IFQ program can be sold, inherited and gifted, making them ITQs - and making them more like a property that an owner can assert property rights in.
