LINCOLN CITY Dawn's dim glow hasn't yet overpowered the street light outside a surprisingly clean double restroom as Jerry Cooksey and I arrive at the same time.
'No problem,' he says, uncommonly chirpy for someone up and about this early after I ask if I can use one side. 'I'll just clean the other one first.'
Cooksey still is puttering back and forth to his white government truck with the flashing yellow light on the cab as I grab my fishing rod and head for the beach. "
