There is no coal in Oregon, the state's Department of Energy assures me. There is no local industry devoted to converting coal into synthetic fuel. Why, then, would Sen. Gordon Smith, R-Ore., craft an amendment that would preserve a 'synfuel' tax break that Time magazine recently described as a 'multibillion-dollar scam'?
