WASHINGTON — The Republican-controlled House of Representatives on Tuesday sent President Bush the first broad cuts in politically sensitive benefit programs to pass Congress since 1997, but the 216-214 vote showed how hard it will be to cut projected spending much further this year.

The measure, which reduces the growth in spending for popular entitlement programs such as student aid, Medicaid, Medicare and child welfare, passed with only Republican votes. Thirteen Republicans joined Democrats and one independent in opposition."
