DETROIT -- NFL commissioner Paul Tagliabue said he's not optimistic about the league signing a new collective bargaining agreement with the players union any time soon.
'It's been one step forward and two steps back,' Tagliabue said Friday during his annual state of the league address. 'I don't think negotiations are going very well. There needs to be an additional dose of reality on both sides of the table. Positions are hardening when they shouldn't be hardening.' "
