MailTribune.com: CERT: In Case of Emergency: "It's only a matter of time before a major wildfire or flood slams into Ashland, so the city's Community Emergency Response Team (CERT) is busy organizing people into groups that have survival kits, know where everyone's children, old people and animals are, know how to turn off water, electricity and gas, and have gotten to know each other by first name.

It's called Map Your Neighborhood and it happens at block parties where people organize potlucks, say howdy, learn how to reduce fire hazards in yards, and gain confidence they can make use of the so-called Golden Hour — the first hour after disaster strikes — to save lives and homes, says CERT Program Coordinator Lucy Edwards."

Neighborhood Watch

editorial ron thomas
Ideas

What to do about Neighborhood Watch in our community?

The trouble with Neighborhood Watch is it is a phone tree type of system designed for a neighborhood of 8 to 10 homes... We have 180 homes... Various Neighborhood watch volunteers have proven time and again that a phone tree system will not work here.. There are just to many homes to call... Try to break up the calls into groups does not work because some of the callers will not be home. Calling some people is a hazard in itself as they will continue to talk on for hours tying up a critical phone line.
Having one person call the problem out and then call an all clear will take up to 6 hours (FACT).

Radios? Have somebody monitor FRS radios 24/7 ? Do you have that kind of dedication? Although there are some trying to do this now it really can't be done full time..

People leave the park.. They go to sleep.. Their radio batteries discharge... a myriad of problems show up.

Most of our people do not feel this an overwhelming issue big enough to volunteer their time yet it would be great if we had a system that would warn us of outages, people sneaking around, and generally keeping us informed.

That is the challenge to make an early warning system that works 24/7 that will contact everyone within minutes and not be volunteer time intensive. A solution does exist. Here is the problem will you pay for it? If you won't volunteer your time will you volunteer you money?

What is it and how much?

Cost between $300 and $1200 a year...(based on some internet research I've been doing)

There are services that are both computer based and phone based. Here is a generalization of the way they work.

They have telephone lines in large numbers and computer software that combine to make a system of notification that would work here at LVH like this example...

We or LVH management buy the service. We give the password to Larry Henson and 5 other community members who are neighborhood watch block captains and the Neighborhood Watch Coordinator. A notice comes up... say it is delivered to Larry Henson as park manager from public works.

This notice says that the water will be off throughout the park tomorrow. Larry goes to his phone or computer and does this... If by phone he calls a special # and enters his PIN. The automated service then walks him through the message he wants to send and when he wants to send it. Then he hangs up and it is done... Within 15 minutes everyone in the park has been called and notified with that exact message. It does not stop there.. During calling their computer knows to wait for answering machines to finish their messages and then leave its own message... If their computer gets a no answer it keeps remaking the call until the time specified by Larry to stop. While this is all happening Larry and the 5 other residents can watch a real time generated report that show who has been notified and who has not as it is happening. 15 minutes! You don't have to volunteer! You know what's happening!

You can preprogram messages so that you could say send message #3 now. It might say during a wind storm for you to tune into CH 6 or CH 6.16 and listen for update from the CERT team or request their help...

The Neighborhood watch block Captains could call the coordinator about suspicious activity and a message could be sent throughout the neighborhood ... all 180 homes to watch out for the problem.

This is how the system works... It needs to be fed money $$$, in order to work.

Consider, in the 10+ years we have lived here Neighborhood Watch has been wishy washy at best because it is to volunteer time intensive. Finding volunteers is difficult and then the enormity of the task and lack of caring among residents usually results in people resigning. This is a way to revitalize our system, give it teeth and it could be a great selling point for the park... as a really class security system designed for a Senior living community.

Most of the time I take on these tasks and it takes forever to accomplish. Like you, I'm aging and that takes its toll on my energy reserves and I am not truly up to doing this thing alone. I'm willing to do what I can but some of you community leaders that can see the value of establishing this program are going to have to come forward now and roll up your sleeves. We need a steering committee to put together a plan.

Yesterday, Jacky and I talked to Matt and Debbie Matheney, the newest folks in the park, about being the Neighborhood Watch Coordinators. We spoke for about
2 1/2 hours about the evolution of Neighborhood Watch in the park and about the idea you have read above. They have agreed to take on the Coordinator job and Matt will start by coming to Monday's CERT meeting so he can begin to get an understanding of how CERT hopes to intertwine with Neighborhood Watch.

Send me an email or catch me at the clubhouse or call me and let me know if you are willing to serve on this steering committee.

New Computer for Our Lab

Yesterday, while at the annual Neighborhood Watch Night Out potluck....

The subject of the vandalism of the three computers in the LVH Lab came up and two of our community members, who like so few in our little society, are involved in all manner of community welfare groups like CERT, Lincoln County Emergency Services and Neighborhood Watch.. even the Fishing Club volunteered to replace one of the damaged computers.

As soon as Tom and Jeannine Roederer make sure their information is off the computer it will be coming to the lab... It has Windows XP as an operating system.

How do you thank giving people like that? All I can say is thank you.. Are there anymore of you who want to get an XP computer out of your closet? We can use them...

Getting ready for a trip to Europe

Do you all like to fly? Are the preparations wonderful - passport, etickets, clothes (how much to pack! Did I over pack?), where do put the passport (keep your thoughts nice now), do I take a back pack (after all I'm not going camping or am I). O yes, do not forget the meds. Do we need a note from the doctor saying what our ailments are and why we take the meds we are taking with us? This way we get to let the airport security know definitely that they are dealing with seniors ( not the high school kind).

Well, despite all the forgoing off we go tomorrow, August 6th, for our 50th wedding anniversary adventure.

I think our next adventure will be by car or train.

Why CERT??

Vulnerability.. Many of our younger folks (55 and up) still are reasonably fit. It is tough for them to actually think of themselves as being "old". Yet at this end of life the ravages of time accelerate and living in this community you soon come face to face with the reality that you are aging and with aging comes loss of balance, strength and other age related infirmities.

With each new "NO" presented to us by our bodies and our doctors we learn the value of co-operation with others in the same boat. We live in a boat called the SS Longview Hills out of Newport, Oregon. It is a tight little ship comprised of 265 passengers. The passengers are all senior citizens who have signed on for the cruise of their lives.

So, as we bask in the bright summer fog (snicker) it occurred to me that everyone is enjoying the ride so much that they are ignoring the perils of the sea.... Everyone that is, except for a few who believe in preparing for emergencies... You know the ones keeping the lifeboats on our ship in good order and planning for the safety of our people. If I read history correctly those people have always been there through all time.

Those people seem to have this vision based on what? Well, maybe it is because of a sense of duty and service or it could be more cerebral based on scientific, historical fact. Say like maybe what the geophysicists at our own Hatfield Research Center working for NOAA have read in the geological record. They have a dire prediction of a reoccurring, 300(+-) year earthquake and attendant tsunami that hits this area.. The last one was in January, 1700. Your Emergency Services, Fire, Police, Sheriff, State Police, Hospital, Ambulance services, and the Federal Emergency Management Agency (FEMA), Coast Guard... will be able to do what?

To answer that we can return to recent history... One word is all I need... Katrina. More? Bandeh Aceh. We tend to think of the above agencies of being there to save us because they always have been there. Most times there are only 3 or 4 police on duty, probably less than a half dozen sheriffs about the same in ambulance attendants, 2 Coast Guard Helicopters for the entire Oregon Coast, Maybe 3 or 4 State Police except late at night when there are sometimes, none. The hospital has 25 beds, I think. Our Fire Dept. has a small number of full time professionals that work with a large number of volunteers. Many of our 1st Responders will be off duty at any one time...

Will they come to work in an emergency when their own families are in jeopardy? Will some of them be injured themselves? Even if they did show up what could they do? They will be overwhelmed with rescue work. Where are you on their priority list?

LVH CERT (Community Emergency Response Team) may be the only help you have available not for days but weeks. That's why they train every week. Why they have cached medical supplies all over the park. Why they practice every kind of community disaster from high winds and power outages to ice storms, forest fires and yes, earthquake tsunami. Their numbers are in decline. One has passed away... Others are experiencing the ravages of time, still others have moved on to other pursuits. As the current members age the younger generation of retirees need to come to grips with the reality that there is still responsibility even though you are retired... Have fun, enjoy life... yes but give something back for all that you have received. CERT needs your involvement and leadership.. a few hours a month... come to our meetings on Monday at 10:00am.. its also a lot of fun.

Sad to see the destruction of the computer lab

I first noticed the computer that had self destructed and thought maybe it was an isolated incident but over a short time several of our computers have crashed (4 that I know of) They sit there unable to boot up because of something somebody did to them,, They went to the bone yard one at a time and I wonder which will be next...

Whoever has done the deed felt they could download programs that they saw fit.. among them the social network, "Face Book" . That leads me to believe it was a youngster... since most of you do not know what face book is. I have seen preteens, teens playing on the computers and have no argument with that but shouldn't we at least caution them to have the same respect for the clubhouse computers that we have for our own? After all if grandson or daughter were plunking on your home computer you would not just let them run amok would you?... Of course not.

Here is what I can try... I will try to reload the operating systems on the 4 computers... That may cause us to lose stuff that we had.. I just hope they are restored to working order. I will do this operation this Friday.

If it works, we could use a volunteer to keep up with the lab problems and equipment. Someone please come forward or a pair of you... would be nice.

Sunday LVH Emergency NET

To our community,

We had our second emergency net tonight. We picked up a few and lost a few. Over time the results should improve. To those of you who have participated please try to remember this will be a weekly event to get everyone acclimated to using the radio and to checking their equipment. Sure we can put stuff here and on the newsletter but it will finally come down to you.. neighbor to neighbor passing the word along. Showing others that you are willing to participate and asking them to also.

When we have high winds and power outtages this winter we all will be connected on the net we are building now... If you are single this is a terrific deal for you.. Be connected to your neighbors and be able to get or give help because you are connected..

New Health Drink? Chemist Goes Nano With CoQ10

New Health Drink? Chemist Goes Nano With CoQ10: "Never heard of CoQ10? Lipshutz says you're not alone. 'If you don't know anything about it,' Lipshutz said during a recent interview, 'that's not surprising to me. Much of the public hasn't heard of it.' But he's on a mission to correct what he views as a major oversight. 'In a sense, I'm just a messenger. People need to not only know about CoQ10, they need to take it.'"

Newport News-Times: Newport hears more testimony about G-P pipeline

Newport News-Times: Newport hears more testimony about G-P pipeline: "The Oregon Department of Environmental Quality issues the permit allowing G-P to discharge its effluent into the ocean. Newport previously granted a franchise agreement to G-P to allow the pipelines to pass through the city, but this agreement lapsed, and for more than a year, city staff and G-P have been discussing a new agreement. The city council has been presented with a draft agreement, crafted by City Attorney Gary Firestone. As originally proposed, the agreement states that in exchange for the use of city rights of way, G-P would pay the city $10,000 per year (with annual increases), plus $500 per day for every day G-P exceeds DEQ permit standards. The agreement would be for 10 years, with automatic renewals in 10-year increments unless G-P breaches the agreement. G-P would have to maintain liability insurance covering any injury and/or property damage attributed to the pipeline and indemnify the city. Also, G-P would be required to comply with applicable city ordinances, coordinate any construction with the city, get city approval before abandoning lines, and move lines upon request by the city."

A Beach Of Cellophane, Other Oddities, On Central Oregon Coast: "(Newport, Oregon) - It's more proof of how much weirder real science is than science fiction, although some of these creatures found recently seem straight out of a sci fi book.

The beaches of Newport saw some interesting action last week, according to resident and naturalist Terry Morse. Besides the discovery of a seal carcass, the Nye Beach area was briefly covered in a densely packed layer of worm tubes, and some jellyfish made an onshore appearance as well."

OUTDOORS BRIEFLY NEWS & NOTES: The Register-Guard, Eugene, Ore.

sent in by Wayne Hilll

OUTDOORS BRIEFLY NEWS & NOTES: The Register-Guard, Eugene, Ore.: "Bad year for black bears on the central Oregon coast

State wildlife biologiosts blame human feeding of bears and a poor berry crop for the worst year in memory for bear damage in the Florence-Yachats area. Eight bears had to be killed along the central coast within a single week earlier this month, bringing the year’s total to 15. Six of the bears were public safety risks due to their aggressive behavior — one broke through a kitchen window looking for food and another charged growling and snarling into a backyard toward a homeowner. The other two bears killed tried to break into a pen where a goat had been killed the previous week. All bears killed were seen repeatedly in the daytime and were not wary of people."

WHAT HAPPENED ON THE LVH EMERGENCY NET?

At 7:00pm sharp, Sunday... Tom Roederer initiated the first ever Longview Hills Emergency Network... This is something designed to help you folks get comfortable sending and receiving on your radios...

When we have a NET everyone gets to talk to the net control. That means you get to turn on and set your radio and then have a brief conversation with the net control.. As you do that you are learning by doing... The very best way. If you take the time to do this every week... You will get proficient at it... You will be able to do it in an emergency.

Why?

Even the least of emergencies cause foul ups by loss of power, followed by loss of telephones and cell phones... It has happened here briefly and this year in Lincoln City for 3 days... on just a wind storm power failure...

With your little FRS radio you can be in touch with your neighbors without any power, telephones or cellphones... and in touch with the Longview Hills Emergency Response Team who monitor them 24/7.

Did you also know that several on the Emergency Response Team have become HAM (Amature Radio Operators) and are part of Lincoln County Emergency Services. They can just about contact anybody anywhere with their HAM radios. They did that for you! So, with your radio you can rely on in an emergency you have contact folks in the park that can get word out to wherever it has to go...

Hope to hear you on the NET next Sunday at 7pm sharp... Be there!

They are sneaker waves of the Oregon coast - the biggest possible curse to tourism officials in the state, and the scourge of those too young to be aware of their surroundings or those simply not paying attention on Oregon's beaches."

New Stretcher Donated and Supplies

CERT is receiving donations of valuable medical supplies from individuals in our community.

Yesterday, Brian Hudson stopped by and gave the CERT team a collapsible metal stretcher/backboard and neck braces... Thanks Brian... The CERT team will be storing it in one of our earthquake storage bins located at strategic points in our community.

A few weeks ago, Bob Abbott donated a large quantity of emergency medical supplies... That will enable us to build 2 more team, emergency response, Medical Kits.. The most teams we can field now is 4 and that will bring our emergency kits to 4...

We salute our fellow community members in their concern to make the CERT team properly equipped to fulfill their mission and the CERT team hopes to never have to use any of it but we are becoming the best trained and best equipped team around... Thanks to your generosity and our determination.

Once again, won't you support us by coming to our meetings and lend a hand in learning what to do in an emergency? Meetings every Monday 10:00am to 12:00pm..except... the last Monday of the month at 6:00pm.

Look for Vista St. along the northern part of Depoe Bay, and this will lead you into a neighborhood and a sign that reads 'to the rocks.' Take that lead, and you'll find an amazing span of puffy, bubble-like basalt cliffs where the ocean below crashes with enough power to sometimes make this area shake."
