FEMA, it seems, would rather have paid $600,000 to replace the fish and assorted other sea creatures who died at the Audubon Aquarium of the Americas in New Orleans because of Hurricane Katrina than reimburse the aquarium for the less-than-$100,000 cost of the fishing trips staffers took to catch all new stock."
