Heparin Linked to More Deaths - Richmond Virginia Personal Injury Lawyer: "The Food and Drug Administration reported last week that the number of deaths associated with heparin, a brand of blood thinner, has risen. The brand of heparin associated with the problems is made by Baxter International. Baxter produces most of the heparin used in the United States. Heparin is made from pig intestines, which, of course, could be supplied by U.S. farmers. Baxter buys its supplies from a Chinese plant. Federal drug regulators said last Thursday that they found 'potential deficiencies' at a Chinese plant, Changzhou SPL, that supplied much of the active ingredient for heparin."

Citizens Offering Police Support (C.O.P.S) program is part of the USA Freedom Corp initiative with the goal of helping communities prevent, prepare for, and respond to crime, natural disasters and other emergencies. Citizens Corps includes five groups: Neighborhood Watch, Community Emergency Response Team (CERT), Medical reserve Corps, Fire Corps, and the Volunteers in Police Services (VIPS) program.
Longview Hills already has the Neighborhood Watch program, and CERT, as well as our volunteer fireman, Jim Rose and several volunteers with the Oregon State Police. Some of the residents are now forming the volunteer police group (VIPS), as shown in the photo above (Bill Furgason is also included). Ed Simon is heading up our group and we are all looking forward to this new opportunity to help our community. Some of our duties include: writing disabled parking citations, locating and logging in graffiti, traffic control (when extra help is needed), data entry and help with computer software and programming (if possible). We will also be visible to tourists as "goodwill ambassadors" and help out during busy times in the Nye Beach and Bayfront areas. We are all very excited and don't know exactly what we will eventually be doing, but everything we do means more time for the Newport Police officers to spend time doing the important job they have been trained to do, leaving some of the "mundane" work for us. Not bad for a bunch of old guys, huh?

On Wednesday, February 20th, a surprise birthday party was held to celebrate Charley Currey's 90th birthday. All of Marilyn Breakfield and Donna Pierce's efforts were worth it as Charley was truly surprised. It was a special moment when John Spangler awarded Charley with a special honor, a certificate as the oldest member of the LVH Fishing Club. All in all, the food was terrific and it was a wonderful celebration!

A Light for you to contemplate
Our home toward the end of Windmill and our neighbor have new light bulbs. Soon, I hope to have 4 of them grouped .. 2 across the street. The idea is to give everyone a demonstration that they can see if these new lights make sense to upgrade to.
The two lights you will see in our post lights in the front yard, are the circular tube fluorescent style bulbs (Compact Fluorescent... CFL) that are being touted by the power company (PUD) . Normally, you should use a 40 watt incandescent light bulb. That is what the fixture is rated for. The rating is for the socket inside because that is what heat it has been made to be able to withstand. Also, incandescent bulbs put out a great deal of heat. Over time the bulb may cause cracking of the globe if it is over 40 watts due to heat.
Generally speaking, you may think that these lights are of the bright, harsh, white style some people are using in the park. That is not the case however. The lights are soft white which is the same color that most home use bulbs are. They cost double what incandescent bulbs cost. They are touted to last up to 9 years which is probably wishful thinking. The big deal is cost of operation and equivalent light output.
In my yard and in Sue Hayes yard next door we are using 23 watt CFL bulbs... The equivalent light given off is equal to a 100 watt incandescent bulb. So here is the math... If you use a 23watt CFL to replace a 40watt incandescent bulb ... you are using 1/2 the power you used before and are getting 2 and 1/2 times the light for 9 years without replacement.
Now, about the brightness... You need to think with a great deal of consideration before you install a brighter light in your post. To the Positive side you get more light for less $$... It may be a deterrent to burglars and may help people walk your paths.
On the negative side you may be shining a bright light into a neighbor's window which may be a source of irritation.. in that case my best advice, do not do it.
For another point of interest.. Wayde Dudley on Evergreen at the end of Windmill has installed a CFL using only 13 watts but an equivalent light of a 40 watt incandescent bulb. Claimed it will last 5 years. So they are getting the same light for about 3 times less than they were paying for before.

If you were wondering about the test signs on our home.. The CERT team was trying out different configurations to see which signs would be best seen at night with the lights out if a flashlight was shined on them...
Next Wednesday, The CERT team and any interested community members will assemble those signs at the clubhouse and then we will distribute them by putting them in the pigeon hole mailboxes for each resident. You may use them any time to signal during severe weather or another emergency if you need help. Especially, if you have not purchased a radio and are not able to use FRS Ch 6.16. This just another tool you can use for you safety. Keep it near a street facing window and place it there if you need HELP.
During a disaster, you can help the Fire/Police/CERT rescue teams by placing the sign in your window, red side toward the street if you need help..... White side toward the street if you don't. Day or night.
The signs are expensive but due to the generosity of Newport STAPLES who printed them on colored paper and provided plastic envelopes for them for free and Resident Larry Dale who provided the reflective tape and a can of reflective spray paint and to Residents Tom and Jeannine Roederer for another can of reflective spray paint.

We live in a community of caring, giving people. It has been proven yet again by the generosity of two of our residents and one of our local stores. As many of you know, the CERT team is working on a placard sign that you can put in your window and could greatly help in case of an emergency, perhaps even save your life! The local Staples store donated all the signs (one for every residence) and the printing. The last thing we needed was reflective tape to put on the signs so they would be visible even in the dark. Larry Dale donated two rolls of the very best reflective tape. He, as well as Tom Roederer also donated cans of Reflective Rustoleum paint. Barb & I witnessed a Coast Guard rescue today at Otter Rock. We were coming back from Lincoln City and 2 miles south of Depot Bay I noticed a Coast Guard "47 footer" headed south at full speed. They only go that fast if it is a mission so I pulled off at Cape Foul Weather. I saw the cutter coming up fast on the point and the CG helo was circling in the area. There was a smoke flare in the water due south of the Otter Rock point. It must have been dropped by the helo because it was stationary in the water due to a weighted tether (I assume). The helo slowly dropped down to near the water surface. It went out of sight due to the cliff but I am sure they dropped a rescue swimmer as we heard a bit later on the scanner that all people were out of the water. Apparently a surfer was in trouble. He must not have needed immediate medical aid as the helo told Newport station to arrange ground transportation at the airport. Interesting event.

So, we are going to give you the cold hard facts and let you work it out for yourselves. Just like with Neighborhood Watch radio it is your responsibility to call and ask what is going on or if you need help.... So to, will be the new Placard system being introduced now.. First, what is it? Second, How to use it and last, Why do we need it?
WHAT IT IS...
Every home will be given a free placard if they want it(8 1/2 x 11) for their street facing window. On one side it will be red and say HELP! in red.. It will have easily seen reflective tape on it and be encased in plastic. Further it will be sprayed with reflective paint. A lot of effort went into making it highly visible.. People gave about $500 in resources to have this project completed. These signs are free to you but they were not free. Nor, did they come without CERT team labor. If you don't intend to use one ... please don't take one.
On the other side of the placard it says OK in black on a white background.
HOW TO USE IT...
In a disaster, power outage, windstorm, telephone failure.. or anything that brings the CERT team into play it is to be used as a signal... Example,,,, an earthquake happens... Your Neighborhood Watch block captains will report on the welfare of the people they know about in their areas if they can by radio on FRS CH6_16. If they miss you or if no one checks on you .. You too can call on the radio and give your status. Say the Block Captain misses you and you have chosen not to have a radio or the radio does not work? Put the placard in the window. White (OK) if you don't need help or Red (HELP) if you need help.
If you have chosen not to have a radio, not to participate in Neighborhood Watch and don't want a placard. Your home will be checked last in a disaster.

Our weekly practice drills show us that our CERT team will not get the response it needs from Neighborhood Watch block captains. Probably, less than 1/2 of the people have radios. That takes us to the placard system to catch those that fall through the cracks. Even so.. suppose you are to injured to put up a placard? CERT will check and clear every home after a disaster. We have one standing motto that we all abide by... "We will do the most good for the most people."
So, our order of Rescue operations will be prioritized like this:
Radio calls from or about injured
Placard canvasing HELP. second
Homes displaying no placard and no radio and no Block Capitan report, last.
This will allow us to "do the most good for the most people."
During minor emergencies such as high wind, power outages and the like you can use your placard to signal a CERT patrol vehicle by placing it in your window.

I thought that you folks got it... Shaking my head dolefully :(
You have 15 CERT team members that train weekly on your behalf... Spend their own $$'s on projects to make the community safe. They ask that you do a simple thing... They even pay for the material and provide the labor... All you have to do is sign a sheet on the clubhouse bulletin board giving permission for them to put your lot number on your light post.
Why is it necessary? The team trains based on lot numbers for quick rescue operations.. Street numbers in this community lead to confusion... even the ambulance service up here gets confused. Each home has a "unique to it, lot number" Address numbers repeat on different streets leading to confusion in normal times. Multiply that effect by 100 during a disaster and you get a glimpse of why we need to do this.
Let's talk about a disaster... Small or large it does not matter. Say it is town wide. Say there are 4 Firemen on duty, 10 police on duty. There are about 50 volunteer firemen but this is a disaster. There are maybe 10 more police and 5 more pro firemen off duty. The off duty people have a responsibility to their families first and then to the community.. Because of that they will be delayed. The PRO's on duty will probably stay but they will certainly be upset until they know the status of their families.
Think about it.. even in a minor emergency how quickly will those first responders be used up...? Need an idea? Can you say, "Katrina?"
Ever hear of island living? Your CERT team knows all about it.. The pros talk to us about it all the time. Island living happens when a disaster causes an area to be landlocked. No way in ...No way out.... Tsunami...Earthquake... or mud slide.... If a tsunami occurrs 101 will be chopped up so that we will not get help from first responders for days unless they come by helicopter. We have 2 helicopters for the entire Oregon Coast. Most of you saw this somewhat when the tunnel to Florence closed due to a rock slide and on the north end, near Otter Crest the road gave way to a mud slide... Partial Island ... 20 was still open. Say our disaster closes 20.. What ya gonna do? The LVH CERT team knows and is in contact with emergency services... via HAM Radio... Because your phone will probably not work and that includes your cell phone too.
That leaves you with the LVH CERT team. I urge you to support them. Get behind them every chance you get. Join them if you can. But at the very least lighten their load by letting them put your lot number on your light post... Sign up in the clubhouse today if you haven't already... You could also volunteer to put numbers on too.

POLICE VOLUNTEERS
This Friday at 5:30pm there will be a meeting at City Hall for the purpose of introducing to the Newport Community the first ever Volunteer Police Program. Discussed will be the vision of how the organization will be developed for the community and what it offers volunteers for their service. After the presentation volunteers will be invited to join the program.

The 16 CERT volunteer participants were; Bob Schmitt KB1MTY WEMA Director, Bill Hayden N1FRE EOC-Radio Control operator, Mike Supple KB1OEP, Susan Supple, Stacey Supple, Paul Moss KB1MTW, Ron Stundze KB1OEQ, Gloria Chiaramonte KB1OAV, Skip O’Malley KB1MTZ, Cathy Costello KB1MTX, Erika LaFlamme KB1MTV, Rick Peterson KB1OEU, Joan Peterson, Mark Huska, Ted Petersen and Don Taylor.
The EOC radio control center was activated by radio operator Mike Supple KB1OEP and later manned by the Whitman Radio Amateur Civilian Emergency Service and RACES Radio Officer Bill Hayden N1FRE. During the day, radio contact was available between the EOC and CERT participants, Fire and Police at the drill scene. As many as 30 VHF and UHF radio frequencies were constantly being monitored at the EOC radio center during the exercise. Skip O’Malley KB1OEZ was assigned to drive one of the busses during activities. Although the CERT members played a small back-ground type support role in this exercise, such as bus driving and delivering food and drinks to the others at the town hall, all were ready willing and able to perform what ever task was assigned."

How would I know that? Your radio is set to VOX and will transmit any time there is a noise close to it. We, that listen 24/7 as volunteers, heard you loud and clear. In fact we all woke up out of a sound sleep to hear that.
We would like to fix your radio so it does not do that... It's a simple fix we just get into the programing and turn it off. We are not angry and you should not be embarrassed. You simply did not know that this was happening. So, please give me a call and let me take a look at your radio... I'll fix it.. You'll be safe and all the listeners will sleep better.. Looking forward to hearing from you.... Ron Thomas.

Central Oregon Coast Cert team...
With a lot of Longview Hills CERT team members present, they participate in a mudslide disaster drill held by Newport Samaritan Hospital. Our team practiced using the supplies that we have built up and did a credible job of first aid on all the victims.. Our weekly training shows the confidence and skills we are learning.

JUST A QUICK NOTE TO LET YOU ALL KNOW THAT PAPA PICKLE IS IN THE HOSPITAL RECOVERING FROM SURGERY FROM A BROKEN FEMAR ON HIS RIGHT LEG. HE WILL BE GOING TO REHAB FOR A WEEK OR SO AND THEN WILL BE COMING HOME. HIS RIGHT KNEE HAS BLOWN OUT AND WE WILL BE HEADED TO NEWPORT, OR. TO HAVE THE KNEE REPLACEMENT DONE IN SALEM. HE HAD A STEEL ROD AND SCREWS PUT IN THE RIGHT LEG. THIS MUST HEAL BEFORE HE CAN HAVE THE REPLACEMENT. NEEDLESS TO SAY, HE CAN USE ALL YOUR PRAYERS AND GOOD THOUGHTS. Longview Hills CERT team meeting:
We put our new AED into community service. Thanks to CERT for training us.. To the Red Cross for providing the training in it's use.. To our instructor, State Trooper Carla Urbigkeit ... to Samaritan Hospital for ordering the unit for us and providing setup and maintenance... To Longview Hills Social Club who ran the transactions for us... To Longview Hills Park owners who are insuring the unit.
Very, Special thanks to the Siletz Tribal Charitable Contribution Fund, without their generosity and special respect and concern for elders this would never have come to fruition.

Newport News-Times: Neighborhood tsunami education program planned in Lincoln City: "For those have wondered how they can help their neighborhood be more prepared in case of a tsunami, or who wonder about the different types of tsunamis, or who simply want to be more involved in their community, the City of Lincoln City is hosting a series of community education programs about neighborhood tsunami preparedness.
People are invited to come and learn more about how to be more prepared in the event of a tsunami. These one-hour sessions will be held on Feb. 5 and March 18. Althea Turner, the tsunami preparedness coordinator in Lincoln City, will explain ways for people to share their enthusiasm with others. Those unable to attend one of these meetings may contact Turner and make alternative arrangements. She is also available speak to groups about tsunami preparedness."

Reporting on Our Automatic External Defibrillator (AED)
The LVH clubhouse now has an AED on premises at the clubhouse. Most active CERT members are certified by the Red Cross in its use in combination with CPR. There are those of you in the community who are certified as well.. For those that have not seen it yet we have a video dvd that shows the many innovations that this unit has over the units you were probably trained on. We will be posting a sign up sheet asking for time and dates that you can come to the clubhouse and see the video and be familiarized with the unit.
For the community.. you cannot view the unit yet as it's wall mounting has not arrived. Soon it will be prominately located in the clubhouse in a highly visible location. The mounting box has an alarm that sounds if the door is opened... however, it will not be locked up as it must be available for quick use. We want each and every one of you to view this life saving tool as a valuable treasure that needs to be looked after and watched by our people. It is not a toy and can be dangerous in untrained hands. We ask that you respect it and ask your guests not to bother the unit... Some day it will save somebody's life.
When the unit is located and mounted we will have CERT members to demonstrate its use for the entire community.
The unit itself talks to the responder reminding him/her of every lifesaving step they must take and in what order. It runs a clock from the minute everything starts happening. It records all that has taken place and upon command transfers the data by wifi to a computer or palm pilot that the fire dept or ambulance service have on board their units. The unit is the same as the Police, Fire, Ambulance and Hospital use. Time will not be wasted transferring their unit to our patient. Our AED has sensors in the pads that time and record the depth of chest compressions and will warn if you are not pressing hard enough. Today the Red Cross teaches 30 compressions and 2 rescue breaths. The unit counts compressions and then tells you when to apply the breathing. A metronome in the unit helps you keep up the necessary pace..
It performs self checks of 8 things before it will operate. It has easy to follow pictures on the case and LED lamps light at each picture to indicate where you are at in the process. The cover of the unit has been designed to hold the patient's head so as to keep their airway open.
That's the news... Be watching for the mounting box soon....
Today Larry Henson notified me that Brian Fiterer will insure the unit under the park insurance policy.
This project has almost reached fruition.. LVH is becoming a much safer place to live due to the dedicated CERT team members that look after our welfare and it gives me great pleasure to both serve with them and congratulate them on all the work involved in accomplishing this goal.
