The state Senate on Monday unanimously approved a bill that would require the use of dry docks for dismantling ships.
Sponsors say the bill would protect the environment from harmful byproducts of ship-breaking -- including oil, asbestos and invasive species -- while permitting the lucrative industry to establish itself in Oregon."
