WINCHESTER BAY -- Under drizzling skies aboard the same rescue boat that pulled him from the frigid sea, Jim Parker paid tribute Tuesday to three fellow passengers who went down with the Sydney Mae II a year ago when the fishing charter capsized outside the Umpqua River bar.
