Results of the latest poll. If you look at each of the questions carefully we think you might see that any of them could be done now. We were trying to show you the flexibility the community gains with the new Neighborhood Watch Radio Network. You can probably see many more uses and as Block Captains and Coordinators your challenge will be to develop and improve this system to get as much from it as you can.

The CERT team will continue to monitor the system to be of service to the community but the network belongs to the Neighborhood Watch Team. All of the coordinators for Neighborhood Watch have been CERT team members but the two duties conflict with one another. CERT will continue to be closely allied with Neighborhood Watch but the team needs to be continuously focused on CERT and so new Neighborhood Watch Coordinators are being recruited.

Currently CERT has divided the park into 3 sub areas. Each of those area have a coordinator for Neighborhood Watch. Area 3 from Windmill south is now covered by Jackie Memoli and Ruthanne Carson. Area 2 from the clubhouse north to the lake is covered by Rod McCready who is CERT and his Neighborhood Watch Coordinator duties conflict with CERT duties.. so look for a change there soon. Marlene Crites is serving as Neighborhood Watch Coordinator north of the lake but like Rod McCready her CERT duties are in conflict with Neighborhood Watch so look for a change there soon also.

With the addition of the radio network and streamlined job discriptions, new notification proceedures and overall Neighborhood Watch structure revamping. CERT's job redefining Neighborhood Watch is coming to a close. The community must now take over this vital function. It is so easy now and takes almost no time at all. CERT remains ready to assist Neighborhood Watch and vice versa.. We are now partners but with different missions.

As you take your romantic stroll along Salishan's beach, picture the effect such an earthquake would have today. Measuring about nine on the Richter scale, the initial shock would be roughly 10 times more powerful than the 1906 earthquake that destroyed San Francisco.

At Lincoln City, the ground would suddenly drop about 10 feet, cracking streets and buildings. Surprisingly, the ocean would not surge forward at once. In fact, the waters might even retreat for several minutes, exposing first the tidepools at Fishing Rock, and then the mudflats beyond. By that time, sirens already would be wailing in Lincoln City, warning residents to move to higher ground.

Lincoln City is one of the coastal towns that has held tsunami evacuation drills."

Two of my favorite people joined the Neighborhood Watch Radio Network today.... Milt Sadusky and Cleda Hampton.. They both brought their brand new radios to the clubhouse and the CERT tem taught them how to use them... Think about it.. 2 more sets of eyes and ears to watch the park. It is getting safer and safer to be a resident here.

It's hard to visualize what it will look like after such a monster. We believe this may give you some insight as to what it will look like. This is just up the road a couple of miles from here. We are being told to prepare to be here for several days on our own. You can help yourself by storing some canned goods and water get at least a couple of weeks worth.. What about the meds you need to survive... Can you keep a two week supply on hand?

If you have a problem and begin to run out of meds we are working on a way to get them in but the disaster will be up and down the entire coast and other people will need attention too. So, think about how fragile you are and start planning now.

'It's basically impossible to shut this thing down.... And once a user is infected, it's very hard to get rid of it. They would probably have to reinstall their system.'

The outbreak starts with a wide-ranging spam attack that is littering e-mail inboxes around the globe. The e-mail has subject lines like 'Worm Alert,' 'Virus Alert,' 'Worm Activity Detected!' and 'Dream of You.' Some of the subject lines even use the word 'love' or promise a patch for 'new bug.' Martin said the spam generator is changing the subject lines on a regular basis to throw off users and antivirus vendors.

Numbers on the globes

Tonight I had a conversation with our resident volunteer fireman, Jim Rose. He had just responded to Charley Currie's home with the rest of the fire department. On his way he noted the complete lack of numbers on the post light globes on the lower level, 54th street. Fortunately, Charlie had his numbers on his light. But the rest don't. Jim also walks to the light house and back 3 times a week so he can stay in shape for his volunteer work. He said there were a large number of globes without numbers on them on Windmill dr.

There are 3 globes in the park that have just put the squares with numbers on their globes... Fine in the day time but your numbers look like 4 black squares at night and are unreadable. Thought you would like to know. Numbers must be cut out and placed on the globe.. Preferably with an exacto knife.

This is the number one complaint of Fire and Police agencies in rural areas that the numbers are not visible to first responders at night. Sure some have their large block numbers on their homes and think that's all that is needed.. Am I talking about you? Well, we have a surprise for you... Tonight go outside and try to find your numbers from the street.... You have the luxury of knowing where to look and it's not pouring down rain. Police and Fireman have to slow down and scan every nook and cranny for your number because none of us put them in the same standard place. Precious minutes are wasted... looking for an address. Time that could be better used helping a failing heart or catching a crook.

Say you have an unmarked globe and your neighbor has the same.. 2 doors down from you that person has theirs marked. The first responder has to slow down and search your home and your neighbor's home for an address and arrives a minute late at their destination because of it. In an emergency how precious is that minute? You could have stopped this lost minute by putting your numbers on your globe.

Jim Rose and I are available to put numbers on your globe for the next few days. You can do it yourself also. If Jim and I do it we want you to donate $5 to the Social Club by putting 5 buckarros in an envelope and depositing it with your name and number in the Social Club locked drop box at the club house where the gray pigeon hole mail boxes are. We cut the numbers and install them your cost $5.

If you buy the numbers at WALMART you pay $2.65 and then cut the numbers out yourself and mount them. Either way you win. Your neighbors win and the community wins. The police, fire, ambulance and the CERT team all win too. Please consider it.

Do you need a FRS radio but cannot afford it?

The CERT team has acquired some resources that have come from an anonymous donor. They were given out of concern that there would be those in our community that would not be able to afford to buy a FRS radio and participate in the Neighborhood Watch Radio Network.

This would be only for folks that cannot afford to have one or are so disabled that they would find it hard to get out and buy one. Everyone else is on their honor not to take advantage of this limited offer just to try and get a freebie. On the other hand if you have a neighbor that this offer may help we would like to know about it. This offer is limited and we don't know when the donor's generosity will be exhausted. This information will be handled with the utmost sensitivity and discretion.

Job Descriptions for Neighborhood Watch

Neighborhood Watch Coordinator

• The Neighborhood Watch Coordinator trains Block Captains in his/her area.

• The Coordinator gets his/her area Block Captains the supplies they need.

• Meetings with the 2 other Coordinators happen as needed to keep everyone on the same page.

• The Coordinators monitor the LVH Neighborhood Watch Network on FRS CH5 18 to 24 hours a day when they are in park. They answer (caller) residents with information about park conditions when asked.

• The Coordinator may pass on to other listeners on CH 5 the status of strange vehicles or events in the park and make a determination of who to call (example: 911).

• During an emergency CERT will ask for an assessment of people and structural damage. The Coordinator and his/her Block Capt. Will call in results to CERT Communications.

• Notice that now the coordinator does not operate a phone tree.. The responsibility for informing residents now rests where it should... with each resident. If a condition such as a power outage or other emergency is going on the individuals should go to FRS CH 5 and ask about it or if they choose do nothing.. It is up to each individual.

Neighborhood Watch Block Captain

• The Neighborhood Watch Block Captain has an assigned number of homes to watch adjacent to his/her home.

• The term ‘watch’ means learning about your neighbors. Keeping informed when they are on vacations. Do they have a medical condition that Paramedics should know about, Do they have animals. How many are normally in residence and during an emergency how many are actually there?

• Block Captains need to have an FRS radio so that they can report suspicious activity or persons to the LVH Neighborhood Watch Network and so they can inform CERT of their people during an emergency.

• Once again the Block Captain does not have to inform his/her charges about anything. That responsibility belongs to each and every community member.

Neighborhood Watch Patrol

• At the present time the Neighborhood Watch Patrol operates with volunteers that simply agree to put a patrol sign on their autos and keep it on for as long as they want to. At the end of that time the sign is simply returned to the little red truck in front of the Thomas home on Windmill dr. When someone sees extra signs on the truck they just stop by and pick a set off the truck and put them on their own vehicles until once again they tire of it and return them to the red truck.

Why do you need an FRS Radio? Last night is a good case in point....



The time was around 7:00pm. Jacky and I had returned from watching the whales and spectacular waves at Rocky Point.

The FRS radio that we keep tuned to CH 5 came on with a weary and ailing voice asking if anyone on the CERT team was listening? Two of us responded right away. "This is Ron go ahead" pause, "This is Wayne I hear you".... Then... "This is Charley Currey. I need help! I'm dizzy and can't get up."

Wayne, "I am on the way Charley. I'll be right there." Ron, "I'm calling 911 right now and then I'll be there Wayne."Wayne, Roger. Charley, " ok."

Had Jacky call 911 and left out the door with my CERT Kit enroute to Charley's home.

Wayne, "Ron, I'm parked in front of Charley's with the emergency flashers on" Ron, "Good Idea I'll put mine on too." I am here now.

Marlene, Ruthanne and Liz, "What can we do? What's going on? Ron, "Charley is not feeling well. Wayne is with him and I'm here now also." "Could someone go to the front gate and point the ambulance this way?" Liz, "I'm on the way." "Some one go to Windmill and Evergreen and point them down here." Marlene, "Roger."

At the house.. inside. Wayne is with Charlie who is sitting up with his eyes closed.. Explains he is very dizzy has taken pills but he feels worse. I call 911 again and talk to the dispatcher who is updating the ambulance enroute. She confirms the address and begins a series of questions about the nature of the emergency the answers she relays to the ambulance crew....

Liz radios the ambulance is here... somewhere in there Jackie Memoli Radios the street as I fumble trying to remember it. Liz radios that she is leading the ambulance to Charley's... Great idea.

The ambulance arrives and I thank the dispatcher and hang up. Wayne has been talking to Charley and keeping him calm. Paramedics come in and set up shop. We tell them what we know and start moving furniture and turning on lights to make it easier for them to work. Marlene is on scene in the house assuring Charley we will look after Bentley his dog. Somehow good neighbors, Bob and Marilyn Breakfield volunteered to look after Bentley.

Marlene noticed that the dog food contained suspect gluten and got some untainted good food for doggy. We ferreted out Charley's Medicare card for him and Marlene put a list of the CERT team's phone numbers in his pocket and told him he could call any one of us if he needs a ride home from the hospital.

Later follow up from Marlene found that they are holding him overnight...

Here is an observation.... Charley had his FRS Radio and we had just shown him how to use it recently. He was so dizzy he could not get to the phone for help... Charley lives alone. Could this happen to you? As a block captain or Neighborhood Watch Coordinator we would like you to have your radio on as long as you can every day. It's not hard nor inconvenient and is wonderful service to the community.

A passing piece of notoriety goes here. As one of the paramedics was leaving he asked if I read the LVH Blog? He said he reads it every day... Small town life.. you got to love it. To our responding CERTS... and Neighborhood Watch Team, well done. To the Dispatcher and our professional Paramedics, thank you.

This day around 12 noon.... Larry Henson used the CH5 radio Broadcast system for Neighborhood Watch to inform the park that the ST Bernard dog roaming the park had been caught and was being held. Animal Control was informed and they had been contacted by frantic owners who reported the dog missing. The owners were folks who live adjacent to the park and have been notified. They were coming to pick him up..

Keeping up with those that need a hand

Today we witnessed a caring act and want to share it with you and put forth an idea for consideration. First the caring act....

Since the idea of using FRS radios as an aide to Neighborhood Watch keeping everyone informed and to keep CERT informed in disasters.. we have watched the program slowly take roots with more listeners and talkers. Things like this take time and they evolve slowly. We know the resistance to new ideas has to be broken down slowly.. One neighbor at a time. But today we witnessed a spontaneous good deed tied to this new program. Could it be that this good deed could lead to an even better use of this fledgling network?

Liz Hill called me on the FRS CH5 radio after she had tried to make contact with RuthAnne Carson. Said she hadn't heard Ruthanne today and couldn't raise her on the radio. Those of you who listen know that Ruthanne is a presence on our CH 5 and can be raised almost anytime. Liz then called Ruthanne on the telephone out of concern for her welfare. Neighbor checking on neighbor. Ruthanne was ok and everything went back to normal.

This got me to thinking what if neighbors who have disabilities and are largely stuck at home could let the Neighborhood Watch coordinators know that they would like our new network to check on them if they don't check in once a day on the radio?

An Amish boy and his father were visiting a mall. They were amazed by almost everything they saw, but specially by two shiny, silver walls that could move apart and back together again.

The boy asked his father, "What is this, Father?"

While the boy and his father were watching wide-eyed, an old lady in a wheel chair rolled up to the moving walls and pressed a button. The walls opened and the lady rolled between them into a small room. The walls closed and the boy and his father watched small circles of lights with numbers above the walls light up. They continued to watch the circles light up in the reverse direction.

The walls opened up again and a beautiful 24-year-old woman stepped out.

The father said to his son, "Go get your mother."

I had a call today (Saturday, March31st) from Jim Rogers. He asked me to pass on that Marian is now in the Newport Rehabilitation Center. She is not up to having any visitors at this time, however, he will keep us updated on her condition. He appreciates everyone's kind thoughts.

Blue and Red Tape

Hi Ron....Sitting here in my easy chair in the living room and looking across the street I see the blue tape around the stop sign post and also you see the same thing around town on post. So my question is, what is the tape for? My guess would be something to do with a tsunami?

Should a 9.3 earthquake occur the Hatfield Marine Science Center scientists told the first responders in Newport that it could generate a Tsunami over 30 ft high. The Fire Chief, Rick Crook rounded that number off to 40 ft. Then just so he could sleep at night he added another 10 ft.. So that means the zone that is safe from tsunami is above 50ft.

Using reflective tape the fire department has been marking street signs below the 50ft inundation (flood) zone with red tape. Taping is usually on Stop signs but I have been seeing some markings on street signs also.

If the street sign is out of the danger of the predicted tsunami it is marked with blue tape. This is to help Newport residents to know, the minute they have an earthquake, if they are in a safe zone or should get to higher ground. Decide quickly as it is estimated you will have only 10 to 20 minutes after the earthquake to get to high ground.

Of course all the signs in the park are marked blue. The entire park is generally above 200ft according to GPS readings.

Today the CERT team held a proficiency drill at Longview Hills. The drill had many goals all of which were met or exceeded. One of those goals was to have an involvement of Neighborhood Watch Block Captains. We only had two but they were shown how to report an assessment of the people they watch over to CERT operations. It was all done on the Park emergency frequency FRS CH 5. Were this a real event Block Captains would have saved dozens of lives by making such reports. This allowed the CERT team to concentrate on rescue operations. We hope those of you that heard Block Captains, Ruthanne Carson and Jacky Thomas make the reports to Liz Hill, CERT OPs Communications heard what is needed and take it to heart. Had CERT had to do what these two ladies did just for their people they would have been delayed at least 20 minutes before they could rescue the people that were hurt. It is likely one of the victims would have died. Neighborhood Watch Block Captains.. we salute you and look forward to more participation in our next drill.

Regardless of what may seem like play acting to some it was not. You can call this a drama in which the people involved become totally invested mentally and physically. It becomes very real indeed. We were pleased to see that CERT training showed every step of the way. Your team is becoming very good. Today, allowed us to see things we can improve on and things we never thought of before as only a drill can show.

We had Police Officers and the Assistant Fire Chief present and they left us suggestions that we will be using to hone our skills. In addition we had medical advice from Ben Davi who is a RN and a former trauma room nurse. We also received observations from Jim Rose, LVH's own volunteer fireman.

A Request for Help and an Invitation to Watch and Listen

This Wednesday at 9:30 AM... Longview Hills will sustain a minor disaster. It will be a practice disaster and will take place in our community. Our own CERT (Community Emergency Rescue Team) team is putting to use the skills they have been training on for over a year now.

The Chief of Police, Fire Dept. Ass't Chief, and some Lincoln County officials will observe the drama as it unfolds. They have long been of the opinion that one of the most advanced teams in Lincoln County is our own LVH Team.

At 9:30 our community will experience a moderate earthquake and the drama will begin. You can listen on CH5 on your FRS radio... You know ... the one you have been meaning to buy but haven't got around to yet? Don't miss this event get your radio and call for a radio check today so you will be ready for the Wednesday show.

We expect the practice to be a good teaching experience. We expect to make mistakes and find out things that never occurred to us before and with that information we will learn what has to be studied in the coming months.

NOW, this drill can be made more real and interesting with you our neighbors volunteering to help. Some have already. We expect in time of crisis a lot of you will step forward and volunteer to help. In fact we are counting on it. There are to few of us to handle the community without that help. We need folks willing to work with a rescue team (some lifting). We need others to work at the clubhouse which will be the operations center and help the team there and then we have a real need for people willing to be victims. We won't be toting around live victims on stretchers but if you help you will probably be swaddled in bandages...

So far only two volunteers have signed up at the clubhouse.. Just two... That's it.

We need about 5 Neighborhood Watch block captains (if you don't have a radio we have a few spares) from the community to call Neighbor Assesment Reports for our communications team to practice on.

As events unfold on the FRS radio and in the Clubhouse you will find out where all the action is taking place. Walk over and watch... audiences are welcome...

I have only Monday and Tuesday left to set the drill up. CERT team members do not know what is going to happen other than it will start at 9:30 Wednesday. If you are inclined to lend a hand sign up on the clubhouse bulletin board or email me at:teckron@gmail.com
