This morning five and only five members of the Longview Hills Fishing Club went up to our local Big Creek Reservoir for the monthly clean up. It took us a few hours to work both the upper and lower area, roads and all. This is the second time this has been done by our club and you can see there is still a lot of work that needs to be done. Someone had even dumped a riding lawn mower, plus there is still trash that we could not get to, bank was to steep along the road. I felt to put this on the main LVH's Web Site to hope draw some interest by people to come onboard next time to help out, the more people there are the less time it takes to do this job. You do not have to be a member of the Fishing Club, just a citizen who cares enough to try and keep our planet a little cleaner. How times have changed, where has people don't care where they dump their trash. Thank you Longview Hills Fishing Club for doing this civic duty. GREAT JOB!!

On June 4 a black bear wandered into a West Milford, New Jersey, back yard, was confronted by a 15-pound (7-kilogram) tabby cat … and fled up a neighbor's tree. Hissing at the base of the tree, Jack the clawless cat kept the bear at bay for about 15 minutes, then ran him up another tree after an attempted escape.

Finally, Jack's owner, Donna Dickey, called the cat inside, and the timorous trespasser disappeared back into the woods."

He would have been a member of Newport High School's Class of 1954, but William LaForce instead chose to leave school and join the Navy. And so in 1952, at the age of 17, LaForce found himself aboard a troop transport ship, shuttling military personnel back and forth to Korea during the war. When the rest of his classmates were graduating from Newport High School in the spring of 1954, LaForce was stationed at a Naval air station in Japan.

I was out driving around the hill this morning and snapped a few pictures at the south end of Longview Hills and it seems to be growing. The one house is having the garage built and just east of it, is another lot being prepared to have a house placed there, seems Donna Pierce is getting new neighbors. Then up on the corner of 56th and Evergreen Drive is another lot being prepared for another house, so we are growing here on the hill. We always welcome new residents with open arms. WELCOME!!

My day with the Lost Creek CERT team drill....

Saturday. CERT team members from Newport were invited to participate in a drill at the small community of Lost Creek south of Newport. Having heard many good things about their operation I was anxious to learn new techniques so we could bring them back to our area at Longview Hills a small community at the north end of Newport. It also makes good sense to go to other team member areas because we might ultimately be sent to work there in an emergency.

I was interested to find that this team had been organized and working on their own for about a year before CERT was introduced in the Newport Area. They then had about 6 folks sent to Newport for training. Then they incorporated what they had learned on their own into CERT procedures.

They had many things that our team had not even considered yet and so I was very grateful to be incorporated into their drill as a worker. This let me see from the ground up how their plan works. I was privy to team leader’s thoughts and the incident commander explained the many charts and the plans that were made because of them.

Lost Creek taught me a lot but I was caught up in the way they handled communications. As you all know we have FRS radios issued to us by the police department. Lost Hills started with this idea long ago. They have evolved it. Instead of just the CERT team having FRS radios they encourage their entire community of 95 homes to purchase one from Radio Shack for use in an emergency. They set one channel aside as the community information channel. During an emergency residents would tune to that channel for up to date information on what is happening and what they should do. That radio is kept at the communications center and was manned by a non CERT volunteer who did a terrific job on this her first drill. This lady also had radios that monitored the CERT operations that were going on (more later about this).

The Cert Teams (there were 3) which were in the assessment phase of finding what had happened in the neighborhood each had a separate radio frequency that they used. They explained this reduced cross talk between the neighborhood and the other teams. Team leaders Had 2 FRS radios. One tuned to the incident commander and the other to the individuals on their teams. These teams were not necessarily CERT members but members of the community under the supervision of a CERT team leader.

As a team member finished a group (or a cluster of home assessments) He/she notified their respective leader who picked them up in a car, tallied the numbers of red, black, green, and yellow SIRS (souls in residence) on a form and redeposited us at another cluster of homes to be checked. If the injured were badly hurt they were told that the responder would be back soon. If a home had uninjured they were enlisted to help those that were injured. The assessment continued until every home had been checked and the team leader would call the tallies into the communications center lady who in turn kept the incident commander informed as to the results.

All this time the Incident Commander was patrolling the community and making his assessment and directing the CERT team leaders where to complete their next assessments.

In 40 minutes all houses had been checked. All people had been assessed and a written record of all events had been made. Those residents who were home had the drill explained to them, were queeried about the number of people in home that day and asked how many normally were there. How many children, if they had enough of their critical meds to last 30 days if they had pets and how many. Then they were given a handout explaining what they should do to prepare for all kinds of emergencies.

Now, let’s go back a few paragraphs and talk about communications some more. We all remember the lady manning all the FRS radios and tallying the stats as they came in? There are two more communicators we have not heard from yet. Both of these folks were HAM amateur radio operators. They set up a radio transmitter and receiver complete with a portable antenna and were able to relay their status and needs to the entire county through a repeater station at Otter Rock. Their job was to radio this critical information collected to the county emergency center which they did with the greatest of ease. However, there was an extra bonus that was not planned.... The Coast Guard monitored and acknowledged that they had received all the data sent as did the RED Cross. Later the Radio operator said he would try out ways of hooking his equipment to a car battery to get away from a dependence on normal household power.

Not done with communications yet... The I/C asked owners of boats in the neighborhood with marine radios to man them thus giving the community an extra line of coverage.

Well, this is only some of what I learned and I can tell you I am anxious to show our team some of these ideas and see if we can’t adapt them to our community. The work was already done for us and maybe thanks to our fellow team members we can take a giant step forward.

CERT AT LONGVIEWHILLS

Many of you are becoming familiar with the forest green ball caps with the gold letters CERT (Community Emergency Response Team) emblazoned across the top. Here at LVH we see 1 or 2 sometimes even a half dozen of our community gathered at the clubhouse to practice what they were taught under a FEMA grant to our local police dept. The Fire and Police departments as well as the local EMT service and Red Cross and Coast Guard were also trainers in these classes. Instruction took twenty hours spread over 4 months.

Trainees were also security screened by the police department. As the trainees have met all requirements they were issued ID badges by the police department and you will see them on all of our volunteers when they are acting in their official capacity as your Community Emergency Response Team.

We are in the beginnings of setting up plans designed to carry our community through a disaster. Why? For me, I need look no further than Hurricane Katrina to see that every community needs to start planning for a disaster long before it happens.

Here on the coast scientists are predicting a Tsunami somewhere between 19 and 50ft at virtually any time. Tsunamis are tied to earthquakes which in and of themselves are a very destructive force. The trouble is science talks in terms of hundreds of years and in cycles. They have not yet learned how to scale that down so that we as people can see a meaningful time frame for such events. They just tell us soon. With each passing day that nothing happens we fall into the same laxness that affected the people of New Orleans and our government when they were repeatedly warned by scientists that a force 5 hurricane would inundate their city.

Other emergencies loom on the horizon and once again science can only tell us it is only a matter of time. For instance a world wide pandemic of bird flu capable of killing millions and ruining whole national economies. Once again nothing has happened so do we make our plans to save ourselves or do we follow the tradional, “head in the sand approach” ?

CERT volunteers chose to do something and are in the process of building a viable plan for all of our community’s safety and well being. Now here comes the pitch.. are you ready?

We were trained it is true but there are not enough of us to implement what has to be done here. We need volunteers that will help do what we need to do in an emergency. We need people willing to help on our drill days and in case of a disaster. Here is what you would do.. Under the direction of a CERT team member you might be asked to help canvas a section of the neighborhood, to help set up communications, to set the clubhouse as a medical facility. To tend to the injured. To help in rescue operations all under the direction of a CERT team leader. You would not have to be a CERT member but you would help the CERT team. In this way we can quickly multiply the effect of our training through out the community. As time goes on more will learn the value of CERT and volunteer for formal training but for now we want to make the most use of what we know and what we are about to learn and you can help. No one is exempt... We have a place for you... No matter your age or disability there will be something you can do. No one will be asked to do anything they are uncomfortable doing. There are plenty of things that need to be done.

I was contacted this morning by a rep. from Groth-Gates in Lincoln City, inquiring as to whether I thought there would be any interest here on the HILL to residents about upgrades to our aging furnaces. He said that with increasing electricity costs the newer furnaces and/or heat pumps are much more efficient and cost less to operate. He would be willing to give an informational meeting at the clubhouse sometime in the future if there was an interest. He is going to check back in a month or so to find out if we would like to hold such a meeting to find out about the pros and cons of new equipment. editors note... there is a new poll set up with this question on the polling feature below. If you would take a moment to express your opinion we would appreciate it.

You leave your computer on when you are not using it and the software works on the solution to a small part of the problem and relays it back to the university. When you start using your computer  the software shuts down and waits for an inactive period to start up again where it left off.

I am thinking what a great project for all of us. Right now I am going to see if the  LVH computer lab computers can be left on permanently to help. I am also leaving my desktop on all the time so it might as well get involved too. What about if we all are able to hook up all those older computers we all have and leave them on permanently running.. Lots of possibilities here...

Once again gardeners are preparing to display their unique gardens to guests as part of the Yachats Community Health Clinic's 6th annual Yachats Coastal Garden Tour.

Next-door neighbors Robin and Chad Link and Sue May and Butch Spakes have similar hillside lots with ocean views, but their gardens reflect quite different visions. Chad and Robin's steep wooded lot evolved from blackberries to cotoneaster, ceanothis and rhodies, and finally included a unique fountain/pond created by a local artist. Sue and Butch, on the other hand, have a random collection of trees, shrubs and perennials. Arbors decked with kiwi, honeysuckle and wisteria create a lovely garden entrance. The two couples have jointly developed the terraced garden between their houses.

The Garden Tour will take place Sunday, July 16. Tour times are 9 a.m., 12 p.m. and 3 p.m. Bus service to the gardens will be provided by Lincoln County Transit and will leave from the Yachats Commons parking lot. Tickets will be available on June 12, for $15, at Raindogs, Toad Hall and Bank of the West in Yachats, Oregon Coast Garden Center and Waldport Video in Waldport, Bonjour (Florence) and the Newport Performing Arts Center.

supervisors are laying plans to fight steep rent increases at mobile
home parks owned by one of the nation's biggest landlords.

The council members say they're fed up with annual rent hikes of as
much as $100 a month at parks owned by Chicago's Equity LifeStyles
Properties.

The company owns three parks in the county: Colony Park in Ceres,
Quail Meadows in Riverbank and Coralwood in Modesto. Residents own
their homes but rent the space on which they sit.

They pay from $556 a month in Colony Park to $750 at Coralwood. Their
rents have nearly doubled since Equity LifeStyles started buying
mobile-home parks in Stanislaus County in the late 1990s.

Countywide, the average mobile-home park rent is $425.75, according to
a January report from the Ceres Planning Department. Equity LifeStyles
owns communities in 28 states and in Canada.

"When you look at comparable parks, this guy is out of line. He's just
out of line," Ceres City Councilman Ken Lane said, referring to
billionaire Equity LifeStyles Chairman Sam Zell.

Lane is working with two county supervisors and his counterparts from
Modesto and Riverbank to keep mobile-home rents down. They met a month
ago and are planning more meetings.

Lane said he is interested in working out compromises that could
protect mobile-home owners who have fixed incomes. The Ceres City
Council has indicated it was not interested in rent control, but Lane
said that option is on the table if other offers fail.

DeMartini: 'It borders on immoral'

Supervisor Jim DeMartini said the county could establish a mobile-home
rent mediation board to tackle complaints about Equity LifeStyles.

"They have raised the rents unjustifiably, and I really think they're
taking advantage of the residents," DeMartini said. "I can't see that
they're doing anything illegal, but certainly it borders on immoral."

It's not easy for mobile-home owners to pack up and leave the parks
where they live. It costs thousands of dollars to move a mobile home,
and abandoning one means leaving an investment behind.

Peter Underhill, the Equity LifeStyles regional vice president
negotiating rents in Stanislaus County, did not return calls for
comment. The company has indicated in letters to residents that it
wanted to raise rents in California because it feared rent control
from various local governments.

The company in recent years has fought Sonoma and Monterey counties to
block rent control proposals spurred by its hikes.

Equity LifeStyles renters first sought help from local elected
officials in August 2004 when Coralwood residents asked the Modesto
City Council to enact rent control. The council didn't take steps to
inhibit the company's hikes.

Since then, Riverbank Councilwoman Virginia Madueno said, mobile-home
renters have become more educated about their rights. Their requests
carry greater weight now, she said.

"People have become more vocal, more active and more engaged," she said.

The company and Colony Park residents had a testy meeting a week ago,
said Sharon Burch, 56, a mobile-home owner protesting rent hikes
there.

She praised Lane and other elected officials for helping her neighbors
in their efforts.

"What they've done is exceptional," she said.

And you didn't pay for air? And, you got trading stamps to boot?

Laundry detergent had free glasses, dishes or towels hidden inside the box?

It was considered a great privilege to be taken out to dinner at a real restaurant with your parents?

They threatened to keep kids back a grade if they failed. . and they did?

When a 57 Chevy was everyone's dream car...to cruise, peel out, lay rubber or watch submarine races, and people went steady?

No one ever asked where the car keys were because they were always in the car, in the ignition, and the doors were never locked?

Lying on your back in the grass with your friends and saying things like, "That cloud looks like a .."

and playing baseball with no adults to help kids with the rules of the game?

Stuff from the store came without safety caps and hermetic seals because no one had yet tried to poison a perfect stranger?

And with all our progress, don't you just wish, just once, you could slip back in time and savor the slower pace, and share it with the children of today?

When being sent to the principal's office was nothing compared to the fate that awaited the student at home?

Basically we were in fear for our lives, but it wasn't because of drive-by shootings, drugs, gangs, etc.

Our parents and grandparents were a much bigger threat!

But we survived because their love was greater than the threat.

Send this on to someone who can still remember Nancy Drew, the Hardy Boys, Laurel and Hardy, Howdy Dowdy and the Peanut Gallery, the Lone Ranger, The Shadow Knows, Nellie Bell, Roy and Dale, Trigger and Buttermilk.

The Picturees below were provided by Larry Henson and give you a kind of feel for the project being built next to LVH. Although the maps are small they show up well in Picasa. If you would like me to forward a copy of Larry's email with these pixs you can then save them in Picasa and rework them for a better view of the project. On the left side of the drawing you will see some olive green lots. Those are the ones that run along hwy 101. The drawings will expand if you click on them and give a better quality image.

Notable are all the streams running through the area which are not to be bothered. In some places the buildable ground is 70 ft above those wet lands. See if you can spot the three bridges connecting the project. Now there is a trail system running through the area in brown.. Can you see that?

The purple units at the top of the drawing will be the first to have homes on them. People will have to accept each home as built as they each are being designed to fit the topograpy of the lot they are situated on.

This coming Tues will be two weeks since I ordered the new gate remotes. I contacted Overhead Door in Eugene to find out what the problem was. I have been anxiously waiting for a UPS delivery. The fellow I spoke to called the shipper and then called me back. Evidentially the shipper never received the faxed order so the order was never shipped. I was assured the remotes would be shipped today and we should have them by next Wednesday. I don't know who dropped the ball but we have already received the bill for the mysterious remotes. Sorry to all. I will post notices at the clubhouse just as soon as they get here.

Our New Neighbor

WHAT I THINK I KNOW ABOUT OUR NEW NEIGHBORS  By Jim McCrea

 

Yesterday I met with Mr. Don Huster who is the developer of the 37 acre tract of land immediately west of Long View Hills.  The meeting was in Larry's office and we were joined by Ron Thomas and Jim Moreland.

 

Mr. Huster said he is a native Oregonian (Gresham) who graduated from Oregon State with a degree in electrical engineering.  He worked in California for many years and had a beach home on the Northern Oregon cost.  After his company had been sold Don and his wife decided to return to Oregon.  Through time he established business contacts with two investor type individuals and they formed an LLC called The Woodside Group.

 

They purchased the property next to LVH and have received approval to build 110 homes.  The property will be developed in nine phases with their target date of the Fall of 2007 as the completion of the first group of homes.  As market conditions change the intended selling prices have not been firmly established but the preliminary estimates are that the smaller of the homes (which will range from 1500 sq. ft. to 2800 sq. ft.) will sell for around $400,000.

 

The property is a Planned Unit Development, similar to Long View Hills.  This means the developer will be responsible for the streets and utilities.  They will have an Association Fee and Covenants and Restrictions in their charter.  The map of the area he showed had a system of walking trails through the neighborhood.  As you may know the terrain contains valleys up to 70 feet deep.  These valleys will not be disturbed and three bridges will be constructed in the neighborhood.

 

It will be a slow moving project, based on a number of factors.  Perhaps the most difficult obstacle yet to overcome is the permit from the Oregon Department of Transportation to create an approved outlet road onto Highway 101.  The application process is in the works and how long it takes the State of Oregon to approve it is a guess.

 

Perhaps the most important thing I learned from the meeting was Mr. Huster's comment that for all intents and purposes the trees he plans on cutting down have already been cut.  It stands to reason that trees on each individual lot are yet to be removed as the houses are built, but for the most part what we see now we will probably continue to see from our views here in the neighborhood.

 

All in all he seemed like a pleasant fellow, not at all like a salesman.  He expressed several times he and his partners wanted to be good neighbors.

 

I might add however, that he is also the developer of the project in Nye Beach that has a number of neighbors in a real upset condition.  Today's local newspaper contains a full page advertisement protesting the intended project.

 

Now you know what I know about this topic.

 

My opinion is that the development next to us poses no adverse factors as it now stands.  My crystal ball probably doesn't work any better than yours, so who knows how this will ultimately wind up.  For now Mr. Huster seems to be a businessman intending to make a nice profit and is realistic enough to know that being polite to his neighbors is a good way to start.  As events unfold we will all learn together.

Many of you know my daughter sells regularly on eBay. She is quite successful at it. She knows the ropes and the pitfalls. Lori (my daughter) will be visiting us this August. She has agreed to teach us all how to sell on eBay.

That being said she wants you to be able to know how to make a jpeg picture and you must have a PayPal seller’s account set up before you can take her class.

So, I am tasked with getting those people ready that want to take her classes. Yes you will have to have basic computer skills.

Before we go to the trouble of setting up classes to learn how to do this, I would like to gauge the level of interest we have in the subject, i.e., “Do you want to learn how to sell on eBay?”

Therefore, we have a poll running now that will help us decide on the level of interest and the class sizes. This technique is called, “Putting the horse before the cart.” . A good way to approach a problem..

If the label on the cable on the table at your house, says the network is connected to the button on your mouse, but your packets want to tunnel to another protocol, that's repeatedly rejected by the printer down the hall......



And your screen is all distorted by the side effects of gauss, so your icons in the window are as wavy as a souse; then you may as well reboot and go out with a bang, 'cuz sure as I'm a poet, the sucker's gonna hang.

When the copy on your floppy's getting sloppy in the disk, and the macro code instructions is causing unnecessary risk, then you'll have to flash the memory and you'll want to RAM your ROM, and then quickly turn off the computer and be sure to tell your Mom!


Well, that certainly clears things up for me. How about you?

SPENCER CREEK BRIDGE PROJECT EARNS FEDERAL APPROVAL

CORVALLIS -- The Federal Highway Administration has signed the Record of Decision for the Spencer Creek Bridge project, clearing the way for the critically needed upgrade to enter its final design stage.

The project is located about 5 miles north of Newport on US 101, adjacent to Beverly Beach State Park. The project will replace a temporary detour bridge built in 1999 and the original 1947 bridge, which was taken out of service seven years ago due to structural instability. The new bridge will be constructed in about the same location as the 1947 bridge. Due to funding constraints, the project is planned for construction in two units. Unit 1 would be constructed beginning in later this year. Unit 2 is not yet scheduled for construction.

Unit 1, which is the section of highway immediately adjacent to Beverly Beach State Park, will involve constructing a new bridge and bridge approach roads from about 1,000 feet north of Spencer Creek to N.E. 123rd Street.

Unit 2 will include construction south of N.E. 123rd Street, to just north of Wade Creek. This second phase would shift US 101 (inside the project area) to the east about 50 feet in order to limit ocean erosion impacts currently impacting the highway. This unit will involve constructing a large retaining wall west of the houses on the bluff. The eastward shift of the highway will require the relocation of the NE Beverly Drive access to N.E. 123 Street about 75 feet east of the existing location.

Federal approval of the Record of Decision completes the National Environmental Policy Act process for the project. A Draft Environmental Impact Statement (DEIS) was released in July 2004, and a public hearing was held in September 2004. A Final Environmental Impact Statement (FEIS) was published in March 2006.2004, and a public hearing was held in September 2004. Because there was not one automobile that could handle all types of fuel, the magazine tried to match the cars as closely as possible in size and weight. Newport’s second class of the Community Emergency Response Team (CERT) conducted its final drill and examination today. Fifteen community volunteers who attended a drill at the old city hall were faced with several disaster scenarios, such as locating victims, providing first aid, recognizing hazardous materials, and triaging patients.  The Newport Fire and Rescue, Newport Volunteer Fire Department, Pacific West Ambulance, Oregon National Guard, and the Newport Police Department participated in the training.

The Community Emergency Response Teams were first established in Los Angeles in 1987 as a result of several earthquakes. CERT teams are organized to train individuals to be their own first responders in the event of a major emergency. People will have to rely on each other for help in a major emergency as fire, police, and EMT’s will be busy attending the most serious situations.


The CERT program goals are to promote emergency preparedness; develop skills to respond to and cope with the aftermath of a disaster, and develop neighborhood self-sufficiency before, during and after a natural or man-made disaster. Topics taught and completed by the participants included Disaster Preparedness, Disaster Fire Suppression, Disaster Medical Operations, Light Search and Rescue, Terrorism, Disaster Psychology, CERT Organization, and the Final Drill.
